Elke is a senior lecturer at the Open University and Director of Research and Strategic Partnerships in the Centre for Policing Research and Learning (CPRL). Elke is also an associate of the Institute for Local Government Studies, University of Birmingham. Prior to working in academia Elke was a policy analyst at the OECD in Paris and CEO of the non-profit organisation Governance International, where she remains a non-executive Director. Elke has published widely on public management and governance issues and has delivered executive training in over 30 countries working with governments, public service organisations and international organisations.
